Panama lottery submits bills to penalise clandestine sales and overpricing

Regulation

Panama’s National Beneficence Lottery director Isidro Carbonell submitted two draft bills to the Ministry of Economy and Finance to restructure the lottery’s legal framework and penalise illegal lottery sales and overpricing. The lottery estimates clandestine sales cost the state USD 200m to USD 300m annually; the proposals now face technical and legal review before possible submission to the National Assembly.

The proposals could change penalties and the rules governing authorised lottery sales in Panama.
