In brief
- The EU removed Panama from its non-cooperative tax jurisdictions list and moved it to Annex II, the government said.
- The government credited President José Raúl Mulino, the Ministry of Economy and Finance, diplomacy and private-sector support.
- Annex II means the EU treats Panama as cooperative while monitoring outstanding transparency and tax good-practice commitments.
The European Union has removed Panama from its list of non-cooperative tax jurisdictions and moved the country to Annex II, the Panamanian government said. The change was announced on 9 October 2026.
The government attributed the result to work led by President José Raúl Mulino, technical work by the Ministry of Economy and Finance (MEF), diplomatic efforts and support from the private sector.
Annex II status means the EU regards Panama as a cooperative jurisdiction while commitments or adjustments on transparency and tax good practices remain outstanding, the government said. The European Union will continue to monitor compliance with those commitments.
The government said Panama had shown it can meet its international commitments while maintaining its competitiveness as a financial and economic centre. Panamanian authorities said the aim is to consolidate the country as a reliable, stable economy connected to the world.
