PAGCOR directs operators to strengthen AML controls after high-risk assessment

Regulation

PAGCOR directed licensed gaming operators in the Philippines to review and strengthen their anti-money laundering controls under an advisory issued on 13 July. Its assessment, covering 2021 to 2024, rated money-laundering risk as high and terrorism-financing risk as medium-high; operators must incorporate its findings into risk assessments and compliance frameworks.

Operators must reassess customer checks, transaction monitoring and oversight in response to PAGCOR’s risk findings.
