Oregon Lottery proposes retailer liability rule for Scratch-it tickets

Oregon Lottery proposed a rule making retailers financially responsible for Scratch-it tickets in their possession, including tickets lost, stolen, damaged or destroyed. The proposal exempts defective tickets and those damaged during shipment, delivery or dispensing; retailers would have 48 hours to report lost or stolen tickets. Written comments are due by 30 January 2026.
The proposal could increase retailers’ financial exposure and sets a reporting deadline for lost or stolen tickets.
