OnShop commercial director Adriano Trusso and Gaming1 casino operations director Cristiano Azzolini Di Maggio discussed Italian gambling regulation on the final day of SiGMA World 2026. The panel, moderated by Cuiprodest managing partner Giuseppe Volpe, compared the Italian model with those of other countries.
Trusso said regulation can also drive innovation. He said OnShop began with a simple voucher and built a whole system, leading to a function that is unique on the market. He said cash should not be demonised, as it remains a large share that cannot be left out. He said the industry must help people who are not digital to enter the digital world through certain and regular procedures. He said rules must be clear, respected and help the player rather than push the player away.
Azzolini Di Maggio said the current regulation had again missed an opportunity to provide a regulatory framework that is light from a technological and access standpoint. He said the process began with the concept of giving Italy a framework that could place outside it everything that could not be regulated. He said that when he ran the €250,000 per-concessionaire tender for new concessions the price was reasonable and the challenge was good, with online taxation at 20% and advertising permitted. He said that before the tender was concluded, taxation had reached 25% and advertising had been removed. He said he hopes for a licence for providers in future and simplicity for the operator in game certification.
