ONJN investigates alleged Romanian gambling fraud involving multi-million-euro wins

Enforcement & compliance

Romania’s ONJN said it is investigating suspect player accounts after identifying unusually large and repeated wins that may have reduced licensed operators’ reported gross gaming revenue and tax liabilities. The regulator cited examples including one account with 60 wins totalling RON7.0 million in December 2025; if suspicions are confirmed, cases will be referred to anti-money laundering authorities and prosecutors. The ONJN also expects to recover RON100 million over tax calculations for 2023 and 2024.

Operators may face scrutiny over reported gross gaming revenue and tax liabilities, with suspected cases referred to authorities.
