In brief

  • The MGA published findings of a thematic review of sports betting integrity monitoring by authorised persons.
  • The review covered operators that had submitted few or no suspicious betting reports since reporting rules began.
  • The MGA said low reporting volumes did not necessarily indicate inadequate monitoring.
  • Improvements were identified in documented escalation duties, human oversight and understanding of reporting obligations.

A thematic review into how sports betting integrity concerns are spotted, weighed and escalated by Authorised Persons has now been published by the Malta Gaming Authority. The exercise sat within the MGA's risk-based supervisory approach, and its scope covered operators whose Suspicious Betting Reports had been scarce or absent across the period since the reporting duties took effect.

The MGA used Supervisory Meetings and Reviews to look at how firms monitor activity, escalate internally, report and guard against sports betting integrity risks. Low numbers of reports, the authority concluded, do not by themselves prove that monitoring is weak. In a number of cases the modest totals came from deliberate risk controls, among them tighter betting limits and the withdrawal of markets deemed especially exposed to manipulation.

The review turned up strengths as well as gaps. Among the strengths it listed were live monitoring tools, close cooperation between risk and compliance staff, and measures designed to stop athletes and sports personnel from placing prohibited bets. Where improvement is needed, the MGA named clear written documentation of escalation steps and reporting duties, stronger monitoring backed by suitable human oversight, and a shared grasp of what reporting obligations require.

By issuing the document, the MGA aims to help Authorised Persons review and improve their current arrangements and to spread the good practices the review uncovered. The authority added that it will keep tracking progress as part of its ongoing supervisory work, and that the review's findings will feed into how future guidance and supervisory priorities are shaped.
