A court in Polokwane has handed a 12-month jail term, without the alternative of a fine, to a man convicted over illegal gambling. The Limpopo Gambling Board announced the outcome, which was delivered on Thursday, 22 October 2026. The person convicted is a Zimbabwean national, the board said.
“Another victory for the Limpopo Gambling Board in combating illegal gambling—one of the priorities of IAGR 2026 in Lima, Peru.”
The raid took place on 25 June 2026, carried out by the Law Enforcement Unit of the Limpopo Gambling Board together with the South African Police Service, at premises in Polokwane's central business district. Although the outlet ran as an internet café, the board says it was allegedly used to offer online gambling services without authorisation. Seventeen computer workstations employed for online wagering were confiscated during the operation. Subsequent checks with the Department of Home Affairs brought immigration violations to light, and the accused, a Zimbabwean national, was said to have been residing in South Africa and running a business there while his immigration papers had lapsed.
In the board's view, the sentence sends a firm warning to those running gambling operations outside the law in the province. A statement issued after the ruling set out the wider harm: "Illegal gambling undermines the regulated gambling industry, deprives the province of potential revenue and diverts money away from lawful economic activities." The board went on to say that people who gamble through illegal outlets also stand to lose their money, since such unregulated operations do not offer the safeguards that come with legally authorised gambling.
Chief executive Gregory Makoko tied the outcome to the International Association of Gaming Regulators 2026 conference in Lima, Peru. In his words, it is "Another victory for the Limpopo Gambling Board in combating illegal gambling—one of the priorities of IAGR 2026 in Lima, Peru." The board added that its work against unlicensed gambling operations across the province will carry on.
For provincial regulators and academics, the Polokwane case illustrates a model that has appeared in other parts of South Africa. Mmanoko Philemon Masogo, of the Limpopo Gambling Board, and Professor Jacob Tseko Mofokeng, of Tshwane University of Technology, published their findings in the International Journal of Social Sciences and Humanity Studies (Vol. 10, No. 1, 2018; ISSN 1309-8063). The paper, "An Analysis on Illegal Online Gambling Activities: The Comparative Study within the Gauteng, North West, and Limpopo Provinces," traced how illegal online gambling shops have proliferated in Limpopo, Gauteng and North West. Underground venues, the authors found, tend to share a common design: they can be dressed up to look like everyday internet cafés or modest casinos, fitted with touchscreen desktop terminals in place of conventional slot machines. Security gates and camera systems are sometimes present, while the gaming software itself is hosted on servers abroad. Patrons may believe the venue holds a licence or is tied to a land-based casino, which leaves them exposed to gambling in unregulated settings without the protections the law provides.
