In brief
- Provisional measure 1,394/2026 blocks the congressional agenda on 9 November and expires on 4 March 2027 if not voted.
- Challenges to the measure await a decision by Supreme Federal Court minister Luiz Fux.
LegitBet monitoring data shared with the National Association of Games and Lotteries (ANJL) recorded 1,452 newly confirmed suspected gambling sites aimed at the Brazilian public between 23 and 27 October, an average of 290 a day, according to the reports. The reports classify the addresses as suspected and do not attribute illegality, authorship or responsibility to any of them, stating that such analysis falls to the competent authorities.
In the first two days after 25 October, when the authorisations of betting houses lapsed, LegitBet detected 820 new suspected sites and confirmed 440 of them, the reports said. On 27 October alone, 436 were detected and 231 confirmed. Since monitoring began, the LegitBet database has recorded 60,477 suspected sites detected, of which 34,134, or 56%, were confirmed by content verification.
The reports describe serial domain creation. On 27 October, 73% of confirmed sites had digits in their name, one name appeared across 11 different domains, and a family of nine addresses numbered 0 to 9 was registered between 17:24 and 17:25. In the 18:00 hour there were 152 detections in a single hour, and monitored sources re-found 272 domains already in the database that day, against 285 on 26 October.
LegitBet also tracks how many suspected links are publicised in monitored channels. Between 1 and 23 September, before the provisional measure, the average was about 64 links a day, with several days below 50. The figure reached 777 links on 17 October, and in the seven days to 26 October averaged 375 a day, almost six times the pre-measure level; on 27 October there were 374.
Among the confirmed sites were domains reproducing names of brands that operated legally in Brazil until the measure, variations of names of houses authorised by the Secretariat of Prizes and Bets (SPA/MF), and addresses using terms such as "oficial" and "brasil". The reports found no indication of a link between those brands and the sites. Pages showed payment by PIX, registration with CPF and mobile phone, values in reais, free rounds and Fortune-family games, with deposit bonuses including a daily bonus of R$3.88 and "up to R$1 million per invite".
The reports note that since 5 October only sites aimed at the Brazilian public count as confirmed; on 27 October another 82 sites with the same characteristics aimed at other countries were excluded, and 61 on 26 October. Confirmation on 26 and 27 October used a revised, more restrictive check: under the previous criterion the figures would have been 278 and 336 rather than 209 and 231. Monitoring coverage was expanded between 24 and 28 September and again on 21 and 22 October, and the detection peaks of those days (6,722 and 6,799 on 21 and 22 October) were not used as a growth indicator. Addresses of authorised operators on their reserved official domain and the Anatel list are not included in the counts.
The Anatel domain list imported by LegitBet on 30 September had 1,881 addresses, of which 1,033 were new to the system. The source states that provisional measure 1,394/2026, published on 25 September, blocks the congressional agenda on 9 November and expires on 4 March 2027 if not voted, and that challenges to the measure await a decision by Supreme Federal Court minister Luiz Fux.
