Kenya's Gambling Control Act 2025 replaces 1966 betting law, creates GRA

Regulation · SectorWire deskSource published

Summary

Kenya's Gambling Control Act 2025 replaces the Betting, Lotteries and Gaming Act of 1966 and introduces six regulations covering licensing, online gambling, operations, advertising, responsible gambling and foreign-facing operators, according to a webinar. The Act replaces the Betting Control and Licensing Board with the Gaming Regulatory Authority and moves operators from annual renewals to three-year licences. Bookmakers and casino operators must each hold KES100m in paid-up capital backed by a KES100m guarantee or bond.

Why it matters

Higher capital thresholds and fit-and-proper checks will favour operators with established compliance structures and push others toward partnerships, mergers or fresh capital.
