Kentucky governor vetoes gaming bill over emergency rule-making powers

Regulation

Kentucky Governor Andy Beshear vetoed House Bill 904, which proposed changes to sports betting, horse racing, daily fantasy sports and charitable gambling. Beshear said the bill’s provisions allowing the Kentucky Lottery Corporation and Racing and Gaming Commission to issue emergency rules without his approval raised constitutional concerns. The veto leaves current market rules in place for now.

The veto preserves existing Kentucky rules on betting ages, college props, prediction markets and horse-racing wagers.
