Italy’s Budget 2027 bill enters committee review at the Chamber

Regulation2 min read

In brief

  • Chamber Budget Committee bureau was due to set the 2027 budget bill calendar on 4 November.
  • Hearings are expected indicatively between 9 and 12 November; amendments deadline proposed for 17 or 18 November.
  • The bill contains fiscal and regulatory provisions affecting gaming.
  • The budget law must be approved by 31 December 2026.

The parliamentary process for the 2027 budget law is now getting under way in the Chamber of Deputies. A bureau meeting of the Budget Committee was planned for Wednesday 4 November, with the task of fixing the calendar of sittings and organising the first stages of the examination. Giuseppe Mangialavori, of Forza Italia, presides over that committee. The Council of Ministers approved the bill on 28 October and it was then passed to Montecitorio, and because the two houses alternate, the Chamber examines it first this year.

The initial steps include assessing the provisions of the bill and a possible proposal to remove rules considered extraneous to budget matters. Under Article 120 of the Chamber's rules, the President of the Assembly, after hearing the Budget Committee's opinion, determines whether provisions fall outside the bill's proper subject matter and orders their removal.

According to the preliminary programme, the committee will also set a round of hearings with institutions, economic bodies and representatives of producer categories. The hearings are expected to be concentrated indicatively between 9 and 12 November. Economy and Finance Minister Giancarlo Giorgetti is among the expected speakers and traditionally closes the round of hearings. Initial indications point to 17 or 18 November for the amendments deadline, which still has to be formalised by the competent parliamentary bodies.

The budget text contains fiscal and regulatory provisions intended to affect the gaming sector, from entertainment machines to other gaming activities. Any changes to the government's proposed rules may take account of comments from trade associations and economic operators.

The Conference of Parliamentary Group Leaders, expected before the end of November, will set the schedule for the floor examination. Early forecasts place the Chamber vote indicatively between 21 and 23 December. The bill will then go to the Senate for its second reading. The budget law must be definitively approved by 31 December 2026 to avoid provisional budgeting.
