Hawaii working group reviews gambling options as sports betting bills propose 15% tax
Hawaii’s 24-member Tourism and Gaming Working Group began evaluating casinos, sports betting and lotteries in 2026, with a report due by the end of the year. Bills HB2570 and SB3303 propose legalising sports betting with a 15% tax rate and about $13 million in annual tax revenue; HB2198 would ban prediction markets if passed.
The group’s report and pending bills could shape whether gambling operators can enter Hawaii’s market.
