GGL calls for more flexible German gambling rules after five-year review

Regulation

Germany’s GGL called for a more flexible gambling framework in its five-year market review, arguing that regulation should respond to the illegal market. The regulator said it increased enforcement cases against illegal operators from 68 in 2022 to 287 in 2025 and reviewed more than 6,300 websites by the end of 2025. It said successful enforcement actions, rather than checks alone, are its measure of success.

Changes to Germany’s regulatory framework could affect licensed operators’ marketing conditions and competition with illegal gambling.
