Germany’s regulated gambling market generated €14.4bn in gross gaming revenue in 2024, according to figures cited for the GGL. Land-based casinos accounted for 76% and online gambling for 24%; the cited study estimated illegal online gambling at 22.97% of the total market.

Germany’s GGL called for more flexible regulation as it marked five years of operation, saying online gambling models and technology are changing faster than legislation. Its review reported 129 licensed operators and intermediaries across 229 authorised websites, alongside more than 600 checks on licensed providers in 2025.
Germany’s Joint Gambling Authority (GGL) is seeking greater autonomy to adopt operational measures against illegal online gambling, Ronald Benter, a member of its board, said in an interview. The authority also wants prosecutors to be able to pursue people operating from abroad who offer unauthorised gambling to German consumers.
Germany’s sports betting association DSWV launched Spielfeld, a magazine covering gambling policy and regulation. The first edition focuses on the evaluation of the 2021 Interstate Treaty on Gambling and includes an interview with GGL board member Ronald Benter.
GGL said it is continuing to develop LUGAS with IT provider Dataport. The system handled information from over 60 licensed operators and around five million registered players in 2025, and GGL plans greater use of safe-server data from 2027.
Germany’s GGL urged consumers to use licensed sports-betting operators and said it would strengthen monitoring during the 2026 FIFA World Cup. Its checks will cover betting advertising, online gambling, event broadcasts and streaming, and new betting markets and types; the regulator also asked consumers and industry groups to report suspected breaches.
