Regulation

A report by Gaming Compliance International for the Campaign for Fairer Gambling estimates that unregulated operators generated €91.6bn in GGR from EU-27 consumers in 2025. The study puts the 2023 figure at €52.6bn and estimates that unregulated activity accounted for 72% of a €128bn online market in 2025. It also says 88 million Europeans saw content from unregulated operators that year.

The estimates frame the scale of unregulated competition and the associated consumer-protection and oversight challenges for regulated markets.
