At the 2026 Enugu State Gaming Stakeholders Forum, the Enugu State Gaming and Lottery Commission unveiled a proposed B2B Gaming Supplier Licensing Framework. The gathering took place on 8 October 2026 at the Gold Rhino Hotel on Nkpokiti Road in Enugu. According to the commission, the framework "remains subject to further stakeholder engagement and formal legal processes before implementation."
The proposal would widen regulatory oversight past operators to cover technology providers, among them software developers, gaming technology companies, platform providers and equipment suppliers. According to the commission, it "would identify providers and define their operational roles, govern technical connections between B2B suppliers and licensed operators, and ensure that supporting software and hardware are properly governed." The aim is to place these providers under formal regulatory oversight and to make sure their systems meet high standards of accountability, integrity and security.
The forum's theme was “Beyond Compliance: Building a Safer, Smarter, and More Sustainable Gaming Industry in Enugu State.” The commission said a key priority was strengthening compliance with state gaming laws, licence conditions and regulatory directives, which it said requires greater stakeholder understanding and secure day-to-day operation of the Gaming Regulatory Management Platform (GRMP). It also set out the need for safeguards covering data security, system integrity and commercially sensitive information, and said high data standards across the GRMP would support a reliable and transparent environment for regulators and operators.
The forum also brought player protection to the fore, with the Commission launching a partnership with GambleAwareNG. Under the “Play Smart, Stay Safe” campaign, responsible gaming is to be encouraged over six months in land-based shops throughout Enugu State, the Commission said.
