Eduardo Girão proposes ban on betting cashback, VIP schemes and gamification in Brazil
Senator Eduardo Girão introduced bill PL 1018/2026 in Brazil to prohibit fixed-odds betting and online gaming operators from using cashback, VIP programmes and gamification. If approved, the proposal would give companies 90 days to adapt their platforms, contracts and commercial practices. It would also require the Finance Ministry to set technical criteria and operators to prevent incentives or promotional communications reaching users identified as at high risk of compulsive behaviour.
If enacted, operators would need to remove specified incentives and change promotional practices within 90 days.
