ECA cites €22.9bn in EU tax revenue lost to illegal online gambling in 2025

Regulation

The European Casino Association presented estimates from a Gambling Compliance International study at a European Parliament round table, putting the EU illegal online gambling market at €91.6bn in 2025. The study estimated €22.9bn in lost tax revenue that year and more than 6,200 operators targeting EU consumers; the ECA called for stronger cross-border enforcement coordination, not harmonised gambling laws.

Policymakers and operators should consider the study’s estimated illegal-market tax losses and the ECA’s call for cross-border enforcement coordination.
