Dutch state secretary backs deposit-return lottery plan

Dutch state secretary Thierry Aartsen backed a plan to use a deposit-return lottery to encourage people to return bottles and cans, rather than raise deposits. The ILT reportedly accepted the improvement plan, and Verpact withdrew its request for interim relief; the ILT said it would adjust the threatened order subject to three possible options. Verpact must consult the Kansspelautoriteit on the lottery’s design, and the plans could begin no earlier than April.
