DGOJ restarts PACS identity-theft protocol after 8,675 complaints

Regulation

Spain’s DGOJ restarted its PACS protocol to support people affected by identity theft in online gambling. The authority recorded 8,675 complaints involving 15,871 gaming accounts in 2025, up 12% on 2024, and said a dedicated portal will provide reporting guidance and information on regularising tax matters.

The Consumer Affairs Ministry said the measure aims to make identity fraud harder and reported 8,675 related complaints in 2025, up 12% year on year.

According to the source, the decree took effect twenty days after it was published.
