In brief
- The DGOJ has assessed nine bids and proposed an award for its second International Gaming Congress.
- The procurement file provisionally sets 26 November, but the documentation allows the date to change.
- Minister Pablo Bustinduy is also Frente Amplio's campaign spokesperson for the 29 November election.
- His participation in the congress has not been confirmed.
The Directorate General for the Regulation of Gambling (DGOJ) is continuing to procure the services needed to organise the second International Gaming Congress. The contracting board has assessed the nine bids submitted and drawn up a proposed award, which is recorded in minutes dated 28 October.
The procurement file, numbered 262910PAS001, initially sets 26 November as the date of the congress. The same documentation provides that the date can be changed for organisational, institutional or scheduling reasons. No change of date has been officially communicated so far.
Pablo Bustinduy, the minister responsible for the congress, is also the campaign spokesperson of Frente Amplio for the general election of 29 November. His appointment as spokesperson was announced on 22 October. Bustinduy heads the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda, on which the DGOJ depends. Under Royal Decree 806/2026, the election campaign officially runs from 13 to 27 November. If the planned calendar holds, the congress would fall on the second-to-last day of the campaign.
Bustinduy personally opened the first International Gaming Congress, held in Madrid on 13 and 14 November 2025. There is currently no confirmation that Bustinduy will speak at the second edition. There is also no established indication that the congress will be used for electoral purposes.
Under the Organic Law on the General Electoral Regime, the electoral period brings a ban on events run or paid for by public authorities that point to management achievements or reuse the messages and images of the candidacies, and the source places this rule in article 50.2. The Central Electoral Board interprets that rule in its Instruction 2/2011 as still permitting periodic professional congresses and meetings during an election process, as long as the organisation and institutional speeches respect the established limits and do not sway the vote. The source lists three matters still lacking an official answer: whether the congress finally takes place on 26 November, whether Pablo Bustinduy attends, and which steps would ensure a strictly institutional character during the election campaign.
