In brief
  • Randy Burnside, DC Lottery executive director, was elected NASPL Region II vice-president at the September 2026 membership conference.
  • Burnside was appointed DC Lottery executive director in April 2025 and holds MUSL committee roles.

The DC Lottery announced that its executive director, Randy Burnside, now sits on the Executive Committee of the National Association of State and Provincial Lotteries (NASPL). He holds the post of Regional Vice President for Region II, a position he won at the association's membership conference held in September 2026.

In the role, Burnside represents the lotteries of Pennsylvania, Delaware, Maryland, Virginia, West Virginia, North Carolina and Kentucky, as well as the Quebec and District of Columbia lotteries. Burnside was appointed executive director of the DC Lottery in April 2025.

Burnside commented: “I am grateful for the opportunity to serve and represent the District of Columbia and Region II.” According to him, the state and provincial lotteries bring in essential funds for many worthy purposes, ranging from education to senior services, and do so responsibly. He added that his work would focus on fostering cooperation and learning among the lotteries and on supporting sound lottery policy.

In July, Burnside was also appointed chair of the Fast Play Product Group and vice-chair of the Marketing and Promotions Committee for the Multi-State Lottery Association (MUSL), and he is a member of MUSL's Development Committee.

The DC Lottery said the total regulated gaming transfer to the DC General Fund rose to more than $51.8m in Fiscal Year 2025, the highest level since 2017. It said the lottery received Level 2 Responsible Gaming Certification from the World Lottery Association last year and is working towards Level 3 certification.

The DC Lottery said that since its inception in 1982 it has awarded $5bn in prizes, transferred more than $2.43bn to the District's General Fund, awarded $513m in commissions to retailers and helped local nonprofits raise more than $141.5m. NASPL represents 53 lottery organisations from across the US and Canada, according to the announcement.
