South Korea’s Daejeon High Court rejected Enford Hotel’s appeal on 2 September, upholding Cheongju’s refusal to approve its proposed foreigners-only casino. The city had found the project conflicted with its district plan and casino approval criteria; the operator argued it should have been allowed to seek an education-zone exemption.
The ruling leaves Cheongju’s refusal in place and blocks the hotel’s proposed casino project.

Singapore’s High Court has ruled that foreign casinos cannot use Singapore’s courts to recover unpaid gambling debts. The case concerns Venetian Casino and a Hong Kong judgment over outstanding gambling debts.
Singapore’s High Court set aside registration of Venetian Macau’s Hong Kong judgment against Hu Yangning on 4 September. The court found that enforcing the HK$19,351,933 gambling debt would conflict with Singapore’s public policy. The judge rejected Hu’s challenges concerning the casino documents, alleged fraud and Hong Kong jurisdiction.
Reportedly, Kenya’s High Court authorised the Gambling Regulatory Authority to collect disputed fees on 24 August. Online bookmakers must pay KES50m for a licence, KES5m to apply and KES5m annually to operate. The legal challenge continues, and the regulator has promised refunds if the court invalidates the regulations.
It was reported that Kenya’s High Court partially lifted a stay affecting the Gambling Control (Licensing) Regulations 2026. Most provisions can resume, while increased licence fees and new capital requirements remain suspended.
