Connecticut committee hears bill to restrict prediction markets for under-21s
Connecticut’s General Law Committee heard testimony on HB 5038 on 18 February. The bill would bar prediction-market platforms from accepting users under 21, require age and location checks, and restrict youth-oriented advertising and direct marketing. The state Department of Consumer Protection previously ordered Kalshi, Robinhood’s derivatives arm and Crypto.com to stop offering what it called unlicensed online gambling through sports event contracts.
If enacted, HB 5038 would impose age, location and advertising requirements on prediction-market platforms in Connecticut.
