Churchill Downs-owned Oxford Casino challenges Maine online casino law

Regulation

Oxford Casino, owned by Churchill Downs, filed a federal lawsuit on 23 January 2026 challenging Maine’s law granting the state’s four federally recognised tribes exclusive online casino rights. The plaintiffs allege the law violates state and federal constitutional protections and seek a declaration that it is invalid and an injunction against enforcement.

The lawsuit challenges which businesses may obtain access to Maine’s newly authorised online casino market.
