Cambodia regulator weighs online payments to improve gambling duty collection

Cambodia's Commercial Gambling Management Commission (CGMC) is considering an online payment system to improve the collection and administration of gambling-duty revenues, according to a CGMC update issued on 21 October 2026. The proposal was discussed at a conference on Monday organised by the CGMC's general secretariat, with representatives from the regulator and taxation departments attending. The proposed information technology system would support the management of gambling-duty collections and the regulator's own revenues.
At that Monday gathering, the main emphasis was on setting up an online payment channel for commercial gambling operators, and the CGMC said this was meant to make revenue management more efficient. The proposal covered both gambling duty receipts and the regulator's own revenues, and it did not extend to licensing and regulation processes. Because taxation representatives took part, the collection talks sat alongside the regulator's duties for the gambling sector.
The revenue initiative is being considered against a broader regulatory backdrop. Cambodia's government has signalled that it plans to strengthen supervision of gaming businesses and to re-examine the standards used for licensing. That stated direction involves looking more closely at the sector as a whole, not just at revenue collection, and the payment proposal is a parallel track that does not take the place of the separate work on licensing standards.
Cambodian officials have also been looking into casino operations within a wider nationwide push against online fraud, which includes investigations into alleged illegal activity at gaming facilities. The report frames these as inquiries into suspected conduct; it does not assert that every casino under review has committed a violation. This enforcement work addresses a different concern from the proposed online payment system: the casino reviews focus on operations and possible unauthorised activity, while the technology discussions concern collecting and managing revenues.
Separately, the CGMC's general secretariat met the legal council of Cambodia's Ministry of Economy and Finance on 14 October 2026 to examine a draft Law on the Suppression of Illegal Gambling. In a statement issued afterwards, the CGMC said the talks addressed the clauses that would govern how the commercial gambling sector is managed and regulated, with the aim of keeping the draft consistent with the country's current commercial gambling statute and the other regulatory instruments that apply.
