California lawmakers propose restrictions on gambling and prediction-market ads to minors

Regulation

California Assemblymembers Pilar Schiavo and Rob Bonta introduced Assembly Bill 2617 to restrict gambling and prediction-market access and advertising for minors, according to the report. The proposal would require age checks, prohibit targeting minors with advertising and set penalties of $2,500 per violation; it would also allow civil damages of up to $1 million. If enacted, age checks would become mandatory after 1 January 2028, while the Attorney General would have until 1 July 2027 to adopt implementing regulations.

Online gambling and prediction-market operators could face age-verification, advertising and enforcement requirements under the proposal.
