Brazilian president redirects 3% of fixed-odds betting proceeds to federal police fund
Brazilian President Luiz Inácio Lula da Silva issued Provisional Measure 1,348 on 7 April, directing a share of fixed-odds betting proceeds to the Federal Police fund FUNAPOL. The measure sets the fund's share at 1% in 2026, 2% in 2027 and 3% from 2028, while the lottery operator's share moves to 85% in 2028. Congress must consider the measure; it will lose effect if not converted into law within the constitutional period.
Operators and the lottery operator face a phased change in how fixed-odds betting proceeds are allocated.
