Brazilian government bans fixed-odds betting and ends licences without compensation

Regulation

Brazil's government published Provisional Measure 1.394/2026 on 25 September, prohibiting fixed-odds betting, online games, intermediation and advertising nationwide. The measure ends existing authorisations after 30 days and bars refunds or compensation; the report reports that 85 licensed operators paid R$ 30 million each.

Operators face the loss of their authorisations and licence payments while retaining specified regulatory and financial obligations.
