Brazil’s TCU clears Caixa to pursue fixed-odds betting market

Regulation

Brazil’s Federal Court of Accounts (TCU) unanimously rejected senators’ challenge to Caixa Econômica Federal’s plans to enter the fixed-odds betting market. The court found the proposal supported by Law 14.790/2023 and declined to block the state-owned bank; the decision was formalised in November and published on 5 December 2025.

The ruling removes the requested legal obstacle to Caixa pursuing its planned entry into Brazil’s regulated betting market.
