AGCO uses mystery shoppers to check age-restricted sales and gaming access

Ontario’s Alcohol and Gaming Commission (AGCO) says its mystery shopper programme checks whether regulated businesses prevent underage access to alcohol, cannabis and gambling. Young-looking shoppers attempt purchases or entry at licensed premises; the commission says it can take enforcement action for breaches, with more severe measures for repeat violations.
The programme exposes Ontario gambling licensees to age-access checks and escalating enforcement for repeat breaches.
