Ontario’s Alcohol and Gaming Commission (AGCO) said it changed horse-racing rules during the 2024-2025 fiscal year, including extending claim invalidation provisions to Thoroughbred and Quarter Horse races. After an increase in serious horse injuries at Woodbine late in the 2024 season, the commission requested safety measures, refined in January 2025, and launched a horse-welfare study.

The rule changes and Woodbine measures affect racing eligibility, claims and horse-safety oversight in Ontario.
