Italy's AGCM has opened a public consultation on Lega Pro's guidelines for the commercialisation of audiovisual rights to competitions organised in the sporting seasons from 2028/2029 to 2030/2031, according to the authority. The consultation is intended to gather observations and contributions from interested parties ahead of a check that the document complies with the principles and provisions of Legislative Decree 9 January 2008, no. 9, which governs the ownership and commercialisation of sports audiovisual rights.
The guidelines, at paragraph 14, letter i), set out further rights packages that Lega Pro reserves the right to commercialise. Beyond international rights, the document provides for additional rights of a particular nature linked to innovation and technological development of broadcasts, or to the exploitation of a limited selection of images through closed-circuit transmission systems. The examples expressly listed include scouting, in-flight and in-ship services, the metaverse, games and betting, virtual reality and augmented reality.
The source states that the provision does not amount to the already defined assignment of specific rights to betting operators: the guidelines set out commercialisation possibilities that Lega Pro may develop in the next licensing cycle. The reference places uses connected to games and betting among the possible areas of commercial exploitation of images of Serie C competitions.
The AGCM said it took the decision at its meeting on 13 October 2026, after receiving the guidelines on 22 September. Interested parties may submit reasoned observations by Monday 26 October 2026, sending a communication to the address given in the notice. The authority said contributions received may be made accessible to Lega Pro if requested.
Those intending to take part in the consultation must indicate any parts for which they request confidentiality, giving reasons for the request and presenting the relevant information in an annex separate from the main document. The full text of the guidelines is available on the AGCM's website.
