The Brazilian Association for Economic Freedom (ABLE) will hold the event 'Observatório de Estudos Betting Brasil' on 26 October 2026 at the noble hall of the São Paulo School of Business Administration of the FGV, with support from fixed-odds operator Gamewiz. The event is scheduled from 9h30 to 12h at Avenida 9 de Julho, 2029, Bela Vista, São Paulo, according to the organisers.
The observatory is intended to spread research and studies on the betting market and to bring together perspectives from academia, public authorities, civil society and the market, to contribute to evidence-based regulation, the organisers said. The programme comprises four panels: the economic model of bets; behavioural economics and the consumer; beyond common sense; and evidence-based regulation, covering what scientific literature says about advertising and gambling disorder.
The opening will be led by Luciano Timm, founding partner of CMT Advogados, president of ABLE and a university professor, and Bruno Palumbo, Country Manager of Gamewiz Brasil. Panellists will address how odds are formed, how risk is managed and how taxes are returned to civil society. Cristiano Coelho, a behavioural analyst and university professor, and Diógenes Carvalho, Gamewiz Brasil's Director of Marketing Compliance and Consumer Relations and a university professor, will examine behavioural economics, from the reasons a person bets to the responsible gambling mechanisms that affect a bettor's choices.
The third panel will bring together Pietro Cardia Lorenzoni, founding partner of Cardia and a university professor, and Jacqueline Salmen Raffoul, a partner in CMT Advogados' economic regulation area and a doctor of law, to analyse Provisional Measure No. 1,394/2026 and how its effects extend beyond the betting sector. The closing session will present the results of research conducted by Professor Lilian Carvalho of FGV-EAESP on advertising and gambling disorder.
Diógenes Carvalho of Gamewiz Brasil said initiatives that bring academia, regulators and the productive sector closer are fundamental to improving the quality of public debate and contributing to evidence-based regulation. ABLE is a non-profit civil institute created to develop research and promote economic freedom. Gamewiz Brasil is a subsidiary of Gamewiz LLC, a fixed-odds betting operator authorised by SPA/MF Ordinances No. 464 and 465/2025 to operate six brands in the Brazilian betting market until the edition of MP No. 1,394/2026, which ordered the prohibition of fixed-odds betting in Brazil.
