Virginia lawmakers propose online casino licensing and 15% tax
Virginia Delegate Marcus Simon prefiled House Bill 161 ahead of the 2026 legislative session, proposing online casino gaming under Virginia Lottery Board oversight, according to the report. The proposal would allow licensed land-based casino operators to offer online slots, table games, poker and live dealer products, with a 15% tax on adjusted gross gaming revenue. It would also prohibit paid sweepstakes unless run by licensed providers.
The proposal would define licensing, taxation and product rules for land-based casino operators entering Virginia’s online market.
