Spanish lottery associations ask DGOJ for plan on digital sales and retail commissions
Three Spanish lottery-administration associations asked DGOJ director general Mikel Arana for an urgent meeting on declining retail profitability and legal uncertainty around digital sales of SELAE games. They seek a work plan to support regulatory compliance and legal certainty and to address online competition; the groups say previous approaches to DGOJ and SELAE have not produced significant progress. SELAE had 10,884 sales points, and its network recorded €10.586bn in business volume in 2025.
The associations seek regulatory clarity on digital sales and retail commissions affecting Spain’s lottery sales network.
