Spain requires online gambling operators to match account and payment holders
Spain’s Ministry of Social Rights, Consumer Affairs and Agenda 2030 brought the requirement into force on 28 October under Royal Decree 813/2026, the ministry said. Operators must verify that the gambling account holder matches the payment method holder; existing account users have six months to comply and cannot withdraw winnings during that period until verified. The ministry cited 8,675 identity-fraud complaints in 2025, a 12% annual increase.
Operators must adapt payment systems and restrict withdrawals for existing users until account and payment ownership is verified.
