Regulation1 min read

In brief

  • The bill creates a permanent awareness campaign on betting risks.
  • It bans sports-betting advertising aimed at children and adolescents.
  • A second vote is still to come.

In a first discussion held on Wednesday (04/11), Rio's city chamber passed PL 3667/2024. Its purpose is to establish a programme for preventing the effects of online betting and for fighting ludopathy. The project will go back on the agenda for a second vote.

The text creates a permanent educational campaign on the risks of betting and of inappropriate use of online games. It also bans sports-betting advertising aimed at children and adolescents. The programme's priorities include protecting mental health, especially of children and adolescents, and advising on financial risks. They also include encouraging mechanisms that help users recognise problematic behaviour and seek support.

Councillor Vitor Hugo (MDB), the author of the proposal, said it aims to widen information on the risks of dependence and to prevent financial harm to individuals and families. He said it also seeks to encourage prevention and care for people affected by gambling addiction.

The report cites Ministry of Health data indicating that 10.9 million Brazilians show a risky or problematic gambling pattern. The same data put at about 1.4 million the number with signs of gambling disorder. The report also refers to a federal government provisional measure that prohibited the operation, offer, intermediation and advertising of betting, and says the problem continues to affect families.
