Ukraine’s PlayCity issued 250 licences in 2025–26, according to its first annual report. Licence fees brought in more than UAH569m, while gambling organisers contributed an estimated UAH14bn in taxes. The regulator also reported fines exceeding UAH988m for legal violations and around UAH80m for advertising breaches.

Ukraine’s Deputy Minister of Digital Transformation, Natalia Denikeeva, is expected to hold talks with the UK Gambling Commission on gambling oversight and operator requirements. Ukrainian ministry officials said they hope the next meeting will produce a memorandum of cooperation; changes to PlayCity’s government oversight are also under discussion.
Ukrainian legislator Danylo Hetmantsev has called for an open competition to select the next head of gambling regulator PlayCity, with the National Anti-Corruption Bureau involved. He said the state online monitoring system should be fully operational before authorities consider changing the taxation formula for gambling winnings; PlayCity has begun testing the system, with 11 operators connected.
A PlayCity-commissioned study found most respondents favoured tighter gambling regulation. The study involved 3,164 respondents, but its full findings and methodology were not publicly available.
Reportedly, Ukraine's PlayCity has added Kick to the social media platforms it works with to counter illegal gambling advertising. The regulator's existing partners include TikTok, Meta, YouTube, Google, Twitch and Viber.
