Brazilian President Luiz Inácio Lula da Silva said on 1 October that he expected Congress not to overturn the provisional measure banning betting platforms. He acknowledged that the measure would not eliminate illegal gambling and requires congressional approval to become permanent law.

Brazil’s attorney-general, Jorge Messias, urged the Supreme Federal Court to preserve Provisional Measure 1.394/2026, which prohibited fixed-odds betting in the country. He argued that the betting framework failed to protect public health, dignity and families sufficiently, while also saying regulation and administrative enforcement had been efficient.
Reportedly, Brazil’s Attorney General’s Office (AGU) urged the Supreme Federal Court to reject challenges to the betting ban. It also requested a new public hearing and asked for the prosecutor general to be heard before the court considers requests to suspend the measure.
DigiPlus Interactive said Brazil's recently announced prohibition of online gaming and sports wagering was unlikely to materially affect the group. The operator gave that assessment less than three months after resuming operations in Brazil.
Brazil’s Congress had not installed the mixed committee assigned to examine Provisional Measure 1.394/2026, which bans online betting, according to the report. The measure was due to enter urgency procedure on 9 November, and lawmakers had submitted 99 amendments by 13 October, five of which were later withdrawn; the report said the Supreme Federal Court was separately considering its constitutionality.

Brazil’s Congress has yet to form the joint committee needed to review President Luiz Inácio Lula da Silva’s provisional measure banning betting, more than 40 days after he signed it on 25 September, according to media reports. The measure expires if Congress does not vote within 120 days; the reported deadline is 4 March 2027, with the period suspended during the parliamentary recess. Senators from government and opposition parties have urged congressional president Davi Alcolumbre to move the process forward.
The provisional measure banning betting in Brazil, signed by President Lula on 25 September, has reportedly not yet started moving through the National Congress. The joint committee that must examine the text and issue an opinion before a floor vote has not been installed.
