ADM games director Mario Lollobrigida said Italy’s physical gambling reorganisation decree must be adopted by 28 August and that its draft is under review by the Prime Minister’s office. He said approval would be followed by consideration at the State-Regions Conference; without a uniform national framework, new concession tenders would be difficult to proceed with.
Italian deputy Luciano Ciocchetti told the Chamber of Deputies that the government’s reorganisation of land-based gambling should be completed by August 2026. He said the planned decree needs to balance national rules with local authority powers, health protections and action against illegal gambling. Ciocchetti also called for coordinated rules on sensitive locations and distances, and for gambling businesses to work with health authorities on harm prevention.
Italy’s Deputy Economy and Finance Minister Maurizio Leo said he would present a draft legislative decree on reorganising land-based gambling to the Council of Ministers within 10 days. Developed with ADM, the proposal addresses rules for retail venues, conflicts between national and local regulations, player protection and action against illegal gambling; its next step is government consideration.
Italy’s tobacco retailers’ federation FIT said a proposed reorganisation of the land-based gambling sector had stalled before a Council of Ministers meeting on 4 June. The draft, prepared by the Customs and Monopolies Agency under the supervision of the finance ministry, was not included on the meeting agenda; FIT said the reasons for the setback were not officially known.
