Italy's legislative decree to reorganise land-based gambling is due before the Unified Conference on 10 April, reportedly according to institutional sources. The decree must then receive Cabinet approval and parliamentary committee review, where it could be amended, before publication in the Official Gazette.
The scheduled review is a step in the proposed process for reforming Italy's land-based gambling framework.

Former SNAI chief executive Maurizio Ughi said Italy had missed an opportunity to reorganise land-based gambling after the tax delegation containing the reform proposal reached its expiry date on 29 August. He called for updated technical rules from ADM and said uncertainty over the territorial distribution of gambling outlets had impeded reform since 2016.
Italy's retail gambling reform has stalled after the prime minister's office reportedly returned the draft decree to the Ministry of Economy and Finance for further review. Undersecretary Alfredo Mantovano told a media outlet that any approved decree would retain regional minimum-distance protections; existing concessions are to be extended through 31 December 2026.

Agic warned that delays to Italy’s reform of land-based gambling and restrictions on the location of authorised venues could favour illegal gambling, according to a report. The association called for the reform to be completed and the rules on venue distribution to be revised; the report said the process had stalled after discussions between the government, regions and local authorities.
