In brief

  • Italy's finance ministry reported €4.52bn in gambling tax revenue for January to September 2026.
  • Gaming machine levies were about €3.59bn, roughly 79.3% of the category's receipts.
  • The figures are actual receipts and are not compared with the same period of 2025.

Italy's Ministry of Economy and Finance reported €4.52bn in tax revenue from gambling activities for the first nine months of 2026. The figure comes from the Treasury summary account at 30 September 2026, which the ministry's State General Accounting Department published on 5 November. The levy on gaming machines was the main component, at about €3.59bn.

Machine receipts corresponded to about 79.3% of the revenue recorded in the category covering taxes and duties on gambling activities. That figure includes the levy on AWP machines and on video lottery terminals (VLTs). Other items in the same category include €485,625,580 from the 40% share of the single tax on skill games and betting pools. A further €305,489,577 came from gaming activities, and €59,037,393 related to the fixed duty on betting pools. The remaining receipts in the category total €86,266,459.

According to the report, the Treasury document points to further gambling-related receipts that are recorded in other budget categories. Under taxes on wealth and income, the 35% portion of the single tax on skill games and betting pools brought in €405,883,525. A 25% portion of the same tax, recorded under taxes and duties on business transactions, comes to €289,756,223. When the 40% share already included in the gaming category is added, the three components of the single tax total roughly €1.18bn. Within tax revenue, a 6% withholding on Lotto winnings yielded €460,781,701. The entertainment tax added €27,702,989.

Among non-tax revenue, the account shows €872,515,870 in Lotto proceeds. Bingo generated €125,531,102. Concession fees for the telematic network of gaming machines and for national totalisator number games produced €362,765,601. Contributions paid to the State by concession holders for the machines covered by article 110, paragraph 6, of the TULPS came to €1,485,702. On the expenditure side, the document records €586,013,067 under corrective items for gaming and lottery revenue.

The Treasury summary account covers receipts and payments from 1 January to 30 September 2026. The report says the figures are actual receipts and do not constitute a comparison with the same period of 2025. Overall State tax revenue for the first nine months of 2026 amounts to €429.50bn, and final revenue reaches €496.50bn.
