Hellenic Gaming Commission reports €1.8bn in illegal gambling stakes for 2025
Greece’s Hellenic Gaming Commission presented its 2025 annual gambling report to Parliament, according to the report. It estimated that stakes on unauthorised platforms reached €1.8bn in 2025, with average spending of €2,027 per player; 54.50% of Greek citizens said they had participated in at least one gambling activity that year.
The reported figures give operators and regulators measures of illegal-market activity and participation in Greece’s licensed market.
