Dutch bill would allow small gambling events in hospitality venues

A proposal sent to the Dutch House of Representatives on 19 January 2026 would permit small games of chance, including bingo, in hospitality venues. The proposal’s explanatory memorandum says alcohol use and participation in risky gambling can reinforce harm, while the state secretary assessed risks from small games such as bingo as lower than those from online casino games.

The proposal could allow bingo in cafés while bringing gambling and alcohol-policy harm-prevention concerns together.
