Colombia’s Constitutional Court provisionally suspended Legislative Decree 1390 of 2025, which proposed a 19% VAT on online betting and gambling services, pending a final constitutional ruling. The report said the decision passed by a 6-2 majority and that the decree will not take effect before the Court’s final decision.
The suspension means operators do not have to apply the proposed VAT while constitutional review continues.

Brazil’s government has prohibited sports betting and online casino games, according to the report, which describes the decision as a suspension. Specialists cited in the coverage said other Latin American markets have generally expanded licensing and oversight rather than introducing broad bans.
Coljuegos issued an information notice to operators of land-based games of chance about a new function for updating electronic slot-machine inventory. The notice refers to Resolution No. 20260006744, dated 10 April 2026, which adds to rules on slot-machine reliability conditions and phased implementation.
Colombian representative Eduar Triana filed a bill to establish responsible-gambling measures and strengthen protections for minors using online betting platforms. The proposal would create a minimum legal framework alongside Coljuegos' work, including prevention measures for risks associated with online gambling.
Coljuegos reported that gaming revenues allocated to Colombia’s subsidised healthcare system reached COP977.22bn from January to August 2026, up 39.38% year on year. The authority attributed an 84.24% rise in online sports betting receipts partly to the football World Cup; that segment generated COP473.023bn during the period.
Coljuegos said in a 2 September notice that it had held regional training sessions during 2026 in Chocó, Nariño, Risaralda, Huila and Meta, alongside a national session. The programme covers gambling legislation, inspection procedures and administrative and criminal measures against illegal operations.
