CDU Economic Council calls for German gaming treaty reform
The CDU Economic Council has called for a major revision of Germany’s 2021 State Treaty on Gaming, according to the report. Its position paper says online casino black-market activity is nearly 100% and that tax revenue from virtual slot games fell by more than half between 2021 and 2024. The council warns that the treaty’s legal basis could be challenged if an evaluation due by 31 December 2026 does not demonstrate the rules’ effectiveness.
Proposed changes could reshape licensing conditions and compliance obligations for gambling businesses in Germany.
