Brodo says Italy’s 2027 budget bill raises AWP and VLT tax by 1%

Maurizio Brodo discussed Italy’s 2027 budget bill and rules for AWP and VLT machines at SiGMA Central Europe in Rome, reportedly on 3 November. He said the bill proposes a one-percentage-point increase in PREU and changes to both paragraphs 6 and 7 of article 110 of the public security law; it must still be examined by both parliamentary chambers.
Maurizio Brodo, a columnist, spoke at SiGMA Central Europe in Rome in a session on the future of AWP and VLT machines and on the 2027 budget bill. He said the bill is a concrete measure rather than a draft, and that both chambers of Parliament must still examine it.
The bill provides for a one-percentage-point increase in the PREU on AWP and VLT machines. Brodo said the increase risks weighing heavily on the economic sustainability of the supply chain. He added that he did not know how sustainable it would be for the chain.
Brodo said the bill amends article 110 of the public security law (TULPS) for the first time since 2008, when VLTs were introduced. He said the changes affect both paragraph 6 and paragraph 7.
Brodo explained that the two paragraphs originated in a period when the legislator's chief aim was to expel certain games from the system. Comparing land-based and online play, he said the automatic machine returns 83% in the best case, while AWP machines would reach 70% once the amendment applies. According to him, the online return is above 90%. He added that certain machines still derive from coin-operated logic. He noted that a monitor is forbidden on some types of machine under paragraph 7. On the regularisation plan, he described as an "incongruenza" the request for a fee to self-certify products that, under paragraph 7, necessarily have a monitor.
Brodo said he hoped these contradictions would emerge and be addressed during the parliamentary examination.
