Anapal says 44% of Spanish lottery outlets stagnated or faced risk in 2025

Deals & M&A

Spain’s lottery retailers’ association Anapal said 44% of lottery outlets were no longer growing or were at risk during 2025, affecting 1,800 retailers. It said at least 630 outlets in depopulated municipalities were at imminent risk and that a retailer needs monthly sales of €62,000 to cover fixed costs and earn a minimum salary. Anapal said it had ended relations with state lottery operator SELAE after the operator declined to review the outlets’ economic terms.

The reported financial pressure and breakdown in talks could affect the reach and viability of Spain’s lottery retail network.
